[OpenVerse] The Workshop - Cruise does something useful

You will find the following on the CVS, We are way past a new release here but
I like to do them on the weekends and there is always a bug or two which needs
fixing first..

Grab the CVS, stability is improved with this change.

        * CRUISE - OpenVerse URL Code will now check to be sure the url is
          somewhat valid before trying to connect to it.

        * CRUISE - Added a TestPosNum function which will test to see if a
          variable is a number, and that the number is positive (TestNum
          only tests to see if it's a number, negatives count as valid)

        * CRUISE - Added a ThrowError function for telling users about bad
          things that have happened via a window rather than a chat bubble
          from the user's mouth. These are intended for ERRORS only.

        * CRUISE - Converted some of the old tk_dialog stuff to use the
          new ThrowError function.
