well, I guess the way netscape does it is the way it has to be done, just
detect the lock file and open a dialog box saying bla bla bla lock file exists
other instance of openverse is running or your computer crashed while openverse
was running or openverse exited abnormally, are you sure you wish to continue?
running multiple instances of openverse simultaneously as the same user can have
devastating results.

im not sure of any way to detect it running portably, my experience with coding
is limited to Unix. Lock files seem to be the portable way :)
