You already have this.  See this plugin for an example:

This plugin provides a simple /me command, and (because it was easy to
add), a /download command.  If you know the name of one of your avatar
.gif files but managed to lose it, you can snag it from the server
wwwith "/download filename.gif", if the server in fact has the file.

The plugin could be better, but it does the job.
