Sounds like it's not loading the config file because it can't find it. Try not
redirecting the output to see any errors.

Most comonly this is cause because you ARE putting the full path to the config
fiile... Don't do that. here is a sample set of commands....

/home/openverse/server.tcl config1.cfg

/home/openverse/server.tcl config2.cfg

You might also want to run each server in their own directory.
