[OpenVerse] two servers on same host by same user

How is the OV server supposed to behave when you start two servers with two 
different config files and specify different ports for each server in those 
config files?  I'm seeing OV server refuse to run both.  It'll run one or the 
other but then claim that the port is in use.  It looks to me as if proc 
ReloadConfig{} resets all of the MVS() defaults but doesn't read the config 
file, so every server tries to run on port 7000.  Can this be true?  I am not 
a TCL programmer, so I can't tell.
