To interject 'CVS' commit does a check that your initial checkout
version is not older than the version you are updating. I.E. cvs will
not allow you to commit in the above case and you need to do a diff but
it won't in my exp do the commit without forcing it to do as such.

This may however be a setup item within the archive so you may want to
check your achieve setup to elevate the problem.
