Captains is good.  Other similar, un-godlike terms are:

   referee
   prefect
   cop
   official
   administrator

I like "captain" and "referee" cuz they translate easily
to catchy slang (cap and ref).  Now if you went with
"referee" you could have sub-refs called "linesmen"...  ;-)
