[OpenVerse] New Windows Full Package

Cruise, Sketch and all others,

    The upgraded Windows full install package
is now available for testing. It now sports a
new Globals.tcl file which was modified by
Sketch. Please test and if satisfactory, place
on the OpenVerse web site for downloading.
