Not currently, it sounds like a good idea for a server plugin though.

Is there some way to tell an OV server to send a message to everyone
connected to it without also being connected to the server? For instance,
say I'm going to take my machine down in 10 minutes for maintenance. I want
to be able to say something like
OV_out_of_band_message "madison.dynip.com going down for in 10 minutes.
Back up in 20 minutes."
or
OV_out_of_band_message -file message_file
