        * CRUISE - The Max Users setting wasn't being used by
          the server at all but it was in the personal server
          client setup so I added it and made it send ROOMFULL
          when the number of users is reached. Also made it
          default to something.

        * CRUISE - Made a passageways editor.
 
        * CRUISE - Fixed a problem with windows arguments
          looking like a list of arguments. Could have been
          a problem on other systems but it seems to work now.
